Forces to Target FDLR if They Reject Peace | EAC, SADC Regional Plan.

East African and Southern African military leaders have confirmed that forces to target FDLR will be deployed if the rebel group refuses to return home peacefully. This is part of a new joint military strategy to restore peace in the region.

Speaking before the Chamber of Deputies on July 29, 2025, Minister Nduhungirehe said the EAC (East African Community) and SADC (Southern African Development Community) are ready to act if FDLR refuses to cooperate.

Agreement Signed in Washington

The peace agreement signed in Washington includes several key points:

  • Disarmament of FDLR fighters
  • Ending any support from the DRC government to rebel groups
  • Strengthening security cooperation between Rwanda and DRC
  • Creating a monitoring committee involving Rwanda, DRC, the United States, Qatar, and Togo

Rwanda Ready to Welcome Returnees

Minister Nduhungirehe confirmed that Rwanda is ready to receive FDLR members and their families if they decide to return home peacefully. He said the Mutobo rehabilitation center, which has welcomed many ex-combatants over the years, is prepared to receive more returnees.

“Those who want to return can come to Mutobo. But if they refuse, military force will be used,” he added.

What Happens if FDLR Refuses?

Lawmakers asked who would be responsible for taking military action against FDLR if they rejected peaceful return. The Minister responded that the decision will be guided by mediators who helped draft the peace agreement.

He clarified that military action would involve EAC and SADC forces, not Rwanda acting alone.

“The EAC and SADC will coordinate military efforts in the region. The African Union also has a role in enforcing this peace plan,” he said.

History of FDLR and Their Attacks on Rwanda

The FDLR was formed in the aftermath of the 1994 Genocide against the Tutsi. Many of its members are linked to the genocide. Over the years, they have launched deadly attacks on Rwandan territory.

Rwanda Blames DRC for Supporting FDLR

Rwanda has repeatedly accused the Congolese government of supporting FDLR rebels. Minister Nduhungirehe said Rwanda will maintain defensive strategies until the DRC stops backing the group.

“This group is not isolated. FDLR is working closely with DRC’s army. When Brig. Gen. Gakwerere returned home, he was in full FARDC uniform,” he added.

THE POLICY TAKEN BY THE GOVERNMENTS

The Rwandan government has made it clear: peace is possible, but military action is also on the table. FDLR fighters have a choice—to return peacefully or face force from regional military alliances like EAC and SADC. The new peace deal, backed by international actors including the US and Qatar, aims to end years of insecurity in the Great Lakes region.
