Justice Commission Begins Work in Freed Areas

The AFC/M23 group, which has been in conflict with the government of the Democratic Republic of Congo (DRC), announced that a Justice Recovery Commission has started its work in areas under its control.

The commission officially began operations on August 26, 2025, according to the group’s spokesperson, Lawrence Kanyuka. He said the goal is to end the culture of impunity and restore justice in territories recently freed by AFC/M23.

Kanyuka explained that the team visited justice infrastructure in Goma city and also met with North Kivu Governor Bahati Musanga Erasto to discuss the way forward.

Focus on Ending Impunity

Six Months of Relative Stability

Kanyuka said the last six months brought a level of calm and security in the areas controlled by AFC/M23. With peace slowly returning, the group now wants to focus on justice.

“Restoring justice means creating a system based on the rule of law, solving citizens’ problems through courts, and fighting the culture of impunity that existed under the DRC government,” Kanyuka noted.

The spokesperson added that the commission is also meant to support peace and reconciliation efforts already in place.

Challenges Before the Commission

Past Insecurity and Lawlessness

For years, the freed areas suffered from theft, killings, and lawlessness, made worse by the absence of functioning justice institutions. This situation created a culture of impunity where crimes went unpunished.

Now, the Justice Commission has a tough job ahead. It must rebuild trust with citizens, create fair justice systems, and help people feel safe again.

According to observers, restoring justice in post-conflict zones is a key step for lasting peace in eastern Congo.

Why Ending Impunity Matters for Congo

Impunity has long been a root cause of violence in DRC. Many communities believe they were abandoned by the state, which fueled more conflict and mistrust. By introducing justice reforms, AFC/M23 aims to show that it can govern differently from the past.

Independent analysts also warn that unless justice is restored, violence could return quickly. That is why the creation of this commission is being closely watched both locally and internationally.

The success of this initiative will depend on whether the commission can deliver real results:
