Statement from Olivier Bazambanza – Deputy Commissioner & Parliamentary Candidate

Based on the decision taken by the President of the Democratic Green Party of Rwanda (DGPR), Dr. Frank Habineza, to dismiss me in an unlawful manner, I publicly announce the following points for the people of Rwanda.

1. False Allegations

The accusations raised by Dr. Frank Habineza are false and misleading. They are intended to discredit me and keep the party under his personal control without respecting the legal framework of DGPR. His decision to dismiss me violates Article 43 of the DGPR constitution revised in 2023.

2. Authoritarian Leadership

For many years, Dr. Habineza has discouraged members from sharing ideas or raising concerns about party governance. He manages the party as a private tool, often from his personal laptop. Such practices have weakened the party’s growth and denied the democratic values that DGPR should stand for in Rwanda.

3. Risky Decisions Without Consultation

The President continues to make unilateral decisions without consulting members or respecting party regulations. He often uses the party for personal interests, which has led to stagnation and mistrust.

4. Flawed 2023 Parliamentary Elections

During the 2023 parliamentary elections, the process was marked by irregularities, favoritism, and manipulation. This created internal divisions and strengthened a small inner circle that serves his interests while sidelining dedicated members.

5. Misuse of Party Representation

Appointments to represent the party are made outside legal procedures, putting DGPR’s credibility at risk.

6. Misguiding Youth in Politics

Instead of encouraging young people to engage in constructive politics aligned with Rwanda’s vision, Dr. Habineza misleads them into following foreign-influenced politics. He ignores advice that would strengthen the country, choosing instead divisive approaches.

My Appeal to Rwandans

I call upon the Government of Rwanda to review how DGPR is being governed and ensure its alignment with the country’s democratic principles.

I urge all Rwandans to disregard the dismissal decision, as it does not follow the law.

I call on DGPR members to stand against political manipulation and unfair treatment.

I officially notify Dr. Habineza that unless he reverses his unlawful decision, I will take this matter to court for justice.

Democracy must be protected in Rwanda. DGPR should serve the people, not the personal ambitions of a single leader.
