Dr. Muhammed Semakula – Ministry of Health
Dr. Semakula was appointed Permanent Secretary at the Ministry of Health, succeeding Iyakaremye Zachée. He has a strong background in health research, contributed to Rwanda’s COVID-19 response, and taught at the University of Rwanda.
Fidele Bingwa – Ministry of Environment
Fidele Bingwa replaced Cyiza Beatrice as Permanent Secretary in the Ministry of Environment. He holds a PhD in environment and water quality and served as adviser at the Rwanda Water Resources Board (RWB).
Aristarque Ngoga – Ministry of Emergency Management
Ngoga was promoted to Permanent Secretary in the Ministry of Emergency Management. Previously, he served as senior adviser and worked in refugee and disaster management.
Gisèle Umuhumuza – Ministry of Infrastructure
Gisèle Umuhumuza, formerly head of WASAC Utility Ltd, is now Permanent Secretary at the Ministry of Infrastructure. She took over from Fidele Abimana and has extensive experience in water services and environmental protection.

Ambassador Kambanda was appointed Secretary General of the National Human Rights Commission. She has served in diplomacy and as a parliamentary secretary.
Dr. Asaph Kabaasha – WASAC
Dr. Kabaasha, an experienced water engineer, became CEO of the Water and Sanitation Corporation (WASAC).
Hortense Mudenge – Kigali International Financial Centre
Mudenge is the new CEO of the Kigali International Financial Centre, bringing experience in finance strategy and international business.
Valerie Nyirahabineza – Demobilization Commission
Nyirahabineza, former Minister of Gender and Family, continues leading the Demobilization and Reintegration Commission (RDRC).
Francis Kamanzi – Rwanda Cooperative Agency (RCA)
Kamanzi, with expertise in economics and financial leadership, was appointed Director General of the Rwanda Cooperative Agency. He holds degrees from Harvard University and has worked in Rwanda’s Petroleum and Gas Agency.
