Fidele Bingwa – Ministry of Environment

Fidele Bingwa replaced Cyiza Beatrice as Permanent Secretary in the Ministry of Environment. He holds a PhD in environment and water quality and served as adviser at the Rwanda Water Resources Board (RWB).

Aristarque Ngoga – Ministry of Emergency Management

Ngoga was promoted to Permanent Secretary in the Ministry of Emergency Management. Previously, he served as senior adviser and worked in refugee and disaster management.

Gisèle Umuhumuza – Ministry of Infrastructure

Gisèle Umuhumuza, formerly head of WASAC Utility Ltd, is now Permanent Secretary at the Ministry of Infrastructure. She took over from Fidele Abimana and has extensive experience in water services and environmental protection.
